To enhance the customer service experiences of the Weatherford Public Library by financing special projects that are beyond the scope of basic operating funds.
As a branch of the Western Plains Library System (WPLS), funds for the Weatherford Library are made available through a Custer County ad valorem taxes and managed by WPLS. These operating funds are used to purchase materials such as books, large print books, audio books, videos, newspapers (current and historical), and magazines, as well as access to the internet, online catalogs, and educational databases. WPLS hires the library staff and gives professional support for acquiring library services and programs. The City of Weatherford provides the building and the physical maintenance of our facility.
The Weatherford Public Library Foundation finances projects that enhance the library experience. Examples include unique, fun book displays for pre-school children, special performers for all ages during the year, and also contributes to the summer reading program.
Because longtime board member and loyal library patron Sara Harris remembered her local library in her estate planning, the Weatherford Public Library received an unexpected gift of $25,000. Although various purchases were discussed, the final decision of the administrators was to establish a perpetual fund that would enrich the library experience for years to come. An application was sent to the Oklahoma City Community Foundation and a new foundation was established in the summer of 2010. The first dividend earned was collected and immeadiately reinvested in October 2011.
The library Foundation operates through the 501(c)(3) Friends of the Western Plains Library System which was established in 1994.

Redesigned and renovated the primary public area for in-house patron use.  This has allowed for book club gatherings, speakers, meetings, and special events

  • Hosted a semi-formal Alice-in-Wonderland Dinner that raised $10,000 to match an OCCF Grant. In turn, this money doubled the base of the Weatherford Public Library Foundation.
  • Conducted a media and radio campaign to inform the community how a bequeath from Sara Harris was benefiting the local library and how others could contribute to the library foundation.
  • To finance the remodeling of the Children’s Area in the Weatherford Library.  This project would include new book displays, furniture, and decorations, as well as games and software focused on pre-school to elementary school aged children.
  • To establish fund raising events.  These would be ideal times to attract new donors for the WPL Foundation.
  • To enrich, expand and complete our current collections (such as book series).

  • To remodel the Children’s Area in the library.
  • Provide public relation liason to local media as needed.
  • To update the Teen Area in the library.
  • Meeting room upgrade (furniture, art, etc.)
  • To contribute to the purchase of a digital microfilm reader/printer.

CEO/Executive Director/Board Comments

The Weatherford Public Library Foundation is relatively new. The board members are committed to preserving the memory of Sara Harris while they build on her legacy to develop the community library. Today’s board members personally knew Mrs. Harris. They recognize the future of the foundation for expanding services depends on educating other persons to the possibility of leaving a legacy at the library.

CEO/Executive Director/Board Comments
The Weatherford Public Library Foundation operates under the umbrella of the Friends of the Western Plains Library System, a 501(c)(3) organization. Because its gross annual income is less than $25,000, the Friends of the Western Plains Library System is required to only file an IRS Form 990-N (e-Postcard). Therefore, no Form 990s or audits for the organization exist. In 2013, the Weatherford Public Library Foundation is in the process of obtaining its own 501(c)(3) status. Once this is obtained and separate financial records are available, they will be added to our GiveSmartOKC profile following the end of each fiscal year. If you have any questions regarding our finances, please contact Garrett King, or (580)772-3591.
Foundation Staff Comments The Weatherford Public Library Foundation is in the process of obtaining separate 501(c)(3) status, independent of the Friends of the Western Plains Library System. The Friends of the Western Plains Library System has filed an IRS Form 990-N (e-Postcard) for the three previous tax years (2010, 2011 & 2012), as its annual gross income is less than $25,000. No separate financial records for the Weatherford Public Library Foundation exist at this time.
